About the IAPP

Shannon Togawa Mercer is Senior Counsel on OpenAI’s Security, Investigations, and Public Sector legal team, where she focuses on cybersecurity and platform abuse. Before joining OpenAI, she was counsel at WilmerHale, advising clients on global cybersecurity, privacy, and data protection matters. She has also served as Managing Editor at Lawfare and as a National Security and Law associate at the Hoover Institution. Earlier in her career, Shannon worked in finance and management consulting. She holds a J.D. from Georgetown University Law Center and a B.A. in Politics from Princeton University.
